Digital literacy serves as a foundational element for employment, social engagement, and access to essential services, making it imperative for adults to continuously adapt to technological advancements. This article aims to explore the critical need for embedding digital skills in adult education frameworks. It seeks to identify the core digital competencies required for effective participation in the digital world, assess the current barriers to digital literacy, and propose actionable strategies to enhance digital learning among adults. The study employs a mixed-methods approach, combining a comprehensive literature review, analysis of multiple international case studies (United States, Singapore, Sweden, Brazil, Estonia), expert interviews, and policy analysis. This methodology provides a broad perspective on the effectiveness of current digital skills programs and insights into best practices across different socio-economic and cultural contexts. The findings reveal that successful digital skills programs are often characterized by robust government support, partnerships with technology firms, tailored learning approaches that address specific demographic needs, and a strong emphasis on practical application. However, challenges such as keeping pace with rapid technological changes, ensuring program scalability, and overcoming socio-economic barriers persist. Recommendations for overcoming these challenges include adopting adaptive learning frameworks, fostering a culture of lifelong learning, enhancing access through improved infrastructure, and closely aligning education programs with market needs.Документ Abduction of Ukrainian children during full-scale invasion(University of Warsaw, 2023) Frantsuz, Anatolii; Stepanenko, Nataliia; Shevchenko, Dmytro; Француз, Анатолій Йосипович; Степаненко, Наталія В'ячеславівнаProtecting and ensuring the rights of children is one of the crucial and fundamental tasks of the state, as children represent the future of any nation in the world. In the present circumstances, the attention and measures from Ukrainian authorities and society, demand clear and effective adherence to international standards regarding the rights of children, who have been illegally displaced and taken out of Ukraine. According to the UN Convention on the Rights of the Child, every child has the right to protection from any form of violence, including protection against illegal removal from their country. The actions taken by the aggressor state against Ukrainian children pose a direct threat to the lives and health of the civilian population, contravene international and domestic laws, and violate the constitutional rights and freedoms of Ukrainian citizens. Our country must ensure the restoration of children’s connections with their parents or other family members who are within the territory of Ukraine. The state authorities should exercise effective control over the exportation of children beyond the country’s borders, establish the reasons and circumstances of illegal removal, and participate in international cooperation with other countries to facilitate the return of illegally removed children to Ukrainian territory. However, in the conditions of war, fully controlling and unquestionably implementing this issue is difficult and problematic. The return of illegally removed children to Ukrainian territory and the protection of those who are in temporarily occupied territories constitutes a lengthy and challenging process that requires adequate efforts and significant legal support and resources. One of the top priorities for our state is the necessity to establish an effective system for safeguarding children’s rights, which would assist in their return to Ukrainian territory and their subsequent effective integration into society. Therefore, the practical implementation of comprehensive measures worldwide necessitates the development of new legal mechanisms for protecting children’s rights that would operate in conditions of war and allow international legal institutions to promptly respond to any violations of children’s rightsДокумент Acquisition of academic integrity competencies by postgraduate students and their impact on their scientific activity(Scientific Center of Innovative Research, 2022) Mihus, Iryna; Nakonechna, Nataliia; Мігус, Ірина Петрівна; Наконечна, Наталія ВасилівнаAcademic integrity plays an important role in everyone's research, especially for graduate students who are in the early stages of their careers. The purpose of the article is to establish the basic competencies in the field of academic integrity that postgraduate students should possess. The main methods that were used in the research are analysis and synthesis, methods of comparative analysis, generalization, which made it possible to achieve the set goal. The methodological basis of the study was a survey of postgraduate students of Ukrainian universities. Applied aspects of the concept, according to the authors, mean, first of all, answers to two questions: how to assess imbalances, and what is the participation of authorities in their regulation. The authors identified imbalances and divided them into two major groups: 1) imbalances associated with the active phase of the Russian-Ukrainian war, which began in February 2022, and 2) imbalances resulting from Ukraine's current economic model. It is concluded that the concept of institutional design of macrofinancial stability of the Ukraine’s national economy should be altered. The reasons for this conclusion are based on the examination of data on national economic security levels achieved between 2010 and 2021, the institutions involved in the management of macrofinancial imbalances in Ukraine, and the experience of imbalance management in the European Union (EU). The authors proceed from the idea that the concept of institutional design of macrofinancial stability, among other things, includes: 1) a system of indicators for assessing (detecting) imbalances and monitoring them, and 2) a system of public authorities that interact to perform the management process. The article substantiates the so-called Ukrainian scoreboard, which consists of 14 indicators for assessing (detecting) macrofinancial imbalances. The proposed scoreboard of indicators is justified, first and foremost, by the expedience of approaching the system of imbalance assessment (detection) used in the EU. Second, the indicators must reflect the unique challenges that Ukraine faces. Such criteria for selecting indicators, according to the authors, lay the groundwork for ensuring a sufficient level of future economic security. The authors also propose approval of the list of 28 auxiliary indicators, the use of which will contribute to an adequate policy response to imbalances in the Ukrainian economy and changes in institutional design through changes in the competencies and limits of responsibility of institutions public authority.Документ Business reputation of enterprises: definitions, structure and reputation risk management(Scientific Center of Innovative Research, 2022) Korzhevskyi, Igor; Mihus, Iryna; Мігус, Ірина ПетрівнаThe article is devoted to the study of the essence of the scientific category "business reputation", as well as its structure and components. It was found that in modern conditions, the study of the assessment of the financial stability of the enterprise was not of a comprehensive nature, but was based, mainly, on the use of the coefficient method, which took place on a static basis and did not take into account the specifics of the industry, did not make it possible to assess the ability of the enterprise to generate cash flows for the implementation of activities. It has been proven that the problem of ensuring financial stability and financial balance of packaging industry enterprises is now an important one, especially in the conditions of uncertainty and instability of the economic environment caused by the war. On the basis of the conducted research, the key factors on which an effective credit management strategy should be based have been determined. In this context, the special importance of a timely and objective assessment of the financial stability of enterprises in the packaging industry, regardless of the forms of their ownership, is emphasized, which should be aimed at finding ways and opportunities to increase profits by means of a timely analysis of the financial state of enterprises. Eleven factors are proposed that should be taken into account when choosing a financial credit institution. A systematic analysis of the financial condition of the enterprise, its solvency, liquidity and financial stability is also necessary because the profitability of any enterprise largely depends on its solvency. Based on the balance sheet plan of the necessary resources, we forecast the sources of their formation, taking into account the level of financial leverage and the funds saved as a result of this at the time of taxation. Choosing the most profitable parameters, the enterprise can immediately determine the directions of saving its own monetary and financial resources, as well as optimize the use of already received ones. It has been established that in modern conditions, the relevance of effective financial management as a system of timely methods and techniques capable of preventing a financial crisis and avoiding risks of loss of financial stability of the enterprise in the future is objectively increasing. The lack of a clear definition of financial stability as an economic category and a system of indicators for its assessment, which requires further theoretical development of the problem.Документ Current challenges of higher education in Ukraine(Scientific Center of Innovative Research, 2022) Sokol, Tatiana; Melko, Liudmyla; Сокол, Тетяна Георгіївна; Мелько, Людмила ФедорівнаA number of challenges that the system of higher tourism education in Ukraine is facing at this stage of its development is considered in the article. The turn of the twentieth and twenty-first centuries was marked by a focus on the synergistic potential in the worldview paradigm, which corresponded to the meanings of global character. At the same time, the dialectical component of society's development has retained its influence, expressing the desire of a person or community to preserve identity. The purpose of the article is to identify the specifics of philosophical thought within the two dominant dimensions of socio-cultural progress - interaction and confrontation. Achieving a balance between these two tendencies is the key to harmonising the world picture and avoiding destructive manifestations of a socio-cultural nature. The methodological basis of the study is focused on the analysis of philosophical ideas on the historical and cultural status of man, society and civilisation. The analysis of scientific and philosophical works was carried out within the framework of a variation sample, which allowed to use both philosophical and dialectical, as well as synergistic methodological potential. The results of the study point to the levelling of the positions of the philosophical interpretation of globalisation and identity in the socio-cultural discourse. The analysis of 50 philosophical works published over the past five years has demonstrated approximately equal indicators in the cultural and historical characteristics of social activity. This indicates that the worldview paradigm of our time is at the stage of choosing a strategy for civilisational development, considering the two most popular ways of development: globalisation and identity. The research perspectives are focused on the role of philosophical interpretation of the prospects for socio-cultural development. Strategic thinking is an advantage of the philosophical potential in terms of forming a strategy for civilisational progress. Conclusion. Contemporary philosophical discourse is at the stage of determining the dominant strategy for the development of a person, community and humanity. Globalisation and identity reflect the principles of two fundamental worldviews - dialectics and synergy. The role of philosophy involves a thorough description of these two socio-cultural dimensions in order to determine a favourable scenario for the development of society.Документ Implementation of water sector acquis in Ukraine(Environmental Law Network, 2022) Vykhryst, Serhiy; Вихрист, Сергій МихайловичThis paper provides an overview and analysis of the progress made by Ukra ine in implementing Water Sector acquis listed in the EU-Ukraine Association Agreement.
