It aims to identify factors influencing their ability to manage cyber threats, digital divides, and socio-economic disparities resulting from rapid digitalization. Using a mixed-methods approach, integrating quantitative analysis and qualitative insights, the research computes an index of digital resilience based on cybersecurity measures, digital infrastructure quality, and socio-economic impacts. Findings reveal varying resilience levels, with some countries demonstrating robust cyber defenses and advanced digital infrastructures, while others lag due to weaker capacities and socio-economic constraints. Comprehensive policy frameworks and inclusive digital strategies are emphasized as critical for enhancing resilience. However, the study’s focus on the Bucharest Nine and Ukraine may limit broader regional representation, and reliance on available data and potential biases in self-reported indices may affect comprehensiveness. Nonetheless, the insights can inform policymakers in developing targeted strategies to bolster digital resilience, emphasizing cybersecurity, bridging the digital divide, and promoting digital literacy and participation. These include: negotiation, arbitration and mediation. Mediation is an alternative method of resolving disputes with the involvement of a neutral third party - a mediator. Mediation has been used successfully in many European countries and has proven to be an effective method of settling disputes. However, each country has taken its own authentic path to the introduction and promotion of mediation. Despite the fact that mediation has existed in Ukraine for more than twenty years, we remain at the beginning of the path of development and implementation of this alternative method of dispute reso- lution. Mediation has not yet become a common method of resolving conflicts in our society, moreover, some participants in conflicts are unaware of the existence of such a method or have a misconception about where and when mediation can be used. Like many countries where mediation is already a mandatory pre-trial procedure, Ukraine has faced a number of challenges in implementing this alternative method of conflict resolution. Research on these issues and obstacles to the implementation of mediation in Ukraine will facilitate its rapid implementation. A comprehensive and in-depth study of all the positive and negative factors that have ac- companied the introduction of alternative dispute resolution methods in other countries will allow to avoid mistakes, strengthen the positive aspects and influence the negative factors. The object of study is enterprise engineering. The scientific task is to determine the most optimal RFID technologies to improve the accuracy and efficiency of the production process of engineering enterprises. The technique involves the use of the Saaty method of hierarchies and pairwise comparison. As a result, the most optimal and effective RFID technologies were selected to improve the production process of engineering enterprises through hierarchical ordering of the most significant RFID technologies that affect the production process of engineering enterprises. One limitation of this study is its exclusive focus on RFID technologies, which may not take into account the potential of other technology solutions to improve manufacturing processes. In addition, the use of Saaty's method of hierarchies and even comparison may introduce subjectivity into the selection of optimal technologies, since the results depend on expert assessments. Prospects for further research may include comparison of RFID with other modern technologies that are being implemented in engineering enterprises to ensure greater objectivity and completeness of the analysis. States are trying to fight the epidemic economic and social consequences by taking drastic measures, including financial intervention, in an attempt to stabilize markets. The article draws analogies with the crisis periods of the past, like the Great Depression of the 1930s, and shows that the current crisis has significant differences, which makes it difficult to apply any proven models of public financial policy to mitigate the consequences of the crisis. This issue can be attributed to a lack of encouragement and opportunities for women to pursue ICT careers, as well as implicit biases and tereotypes leading to women being overlooked for roles in the industry. Cluster analysis is a useful tool for analyzing and grouping data to identify patterns and trends. This article aims to investigate the state of gender equality in information and communication technology education and employment across the European Union member-states using cluster analysis. The study uses data from the Eurostat to determine the female to male ratios of new bachelor entrants studying information and communication technologies, as well as employees working in the ICT in EU member-states. The article distinguishes gender equity leaders, adopters and laggards among EU member-states. The data was organized into six clusters of EU memberstates with a focus on gender equality among those who enter into bachelor-level ICT programs and are employed in the field. Moreover, the article examines the ratio of female to male enrolled in information technology in Ukraine analyzing the case of the State University of Trade and Economics. It was found that the ratio of female to male does not have a stable upward trend. The article proposes some initiatives aimed at increasing the number of girls and women in ICT. This study provides valuable insights into the current state of gender equality in the ICT sector across EU member-states. The findings of this study can inform policymakers and stakeholders in developing targeted interventions to address gender inequality in the ICT sector. This will promote a more inclusive and diverse ICT workforce, which is essential for economic growth and social development
