    Applied aspects of the concept of macrofinancial imbalances management

    This paper addresses the important scientific problem of public administration: the concept of managing macrofinancial imbalances in the Ukrainian economy. Applied aspects of the concept, according to the authors, mean, first of all, answers to two questions: how to assess imbalances, and what is the participation of authorities in their regulation. The authors identified imbalances and divided them into two major groups: 1) imbalances associated with the active phase of the Russian-Ukrainian war, which began in February 2022, and 2) imbalances resulting from Ukraine's current economic model. It is concluded that the concept of institutional design of macrofinancial stability of the Ukraine’s national economy should be altered. The reasons for this conclusion are based on the examination of data on national economic security levels achieved between 2010 and 2021, the institutions involved in the management of macrofinancial imbalances in Ukraine, and the experience of imbalance management in the European Union (EU). The authors proceed from the idea that the concept of institutional design of macrofinancial stability, among other things, includes: 1) a system of indicators for assessing (detecting) imbalances and monitoring them, and 2) a system of public authorities that interact to perform the management process. The article substantiates the so-called Ukrainian scoreboard, which consists of 14 indicators for assessing (detecting) macrofinancial imbalances. The proposed scoreboard of indicators is justified, first and foremost, by the expedience of approaching the system of imbalance assessment (detection) used in the EU. Second, the indicators must reflect the unique challenges that Ukraine faces. Such criteria for selecting indicators, according to the authors, lay the groundwork for ensuring a sufficient level of future economic security. The authors also propose approval of the list of 28 auxiliary indicators, the use of which will contribute to an adequate policy response to imbalances in the Ukrainian economy and changes in institutional design through changes in the competencies and limits of responsibility of institutions public authority.

    Modeling the impact of economic indicators on food security

    The article considers the methods of economic modeling to ensure the security and sustainability of the food supply system. It is justified that this allows to ensure the complementarity of the activities of different entities and to create an appropriate basis for the development of the industry as a whole. It is proved that the quality of the formation of such a base largely depends on the quality of the selected indicators and their compliance with the factors of success in ensuring food security. An integrated approach to the study of food security is applied, its properties, principles and elements as a complex multi-level system structure are disclosed. It is proved that a systematic approach, as a direction of scientific methodology, should be used to study food security problems, since they are complex and non-standard. It is established thattheoretical and methodological approaches to the study of food security should be based on two general scientific approaches such as systemic and integrated. The main parametric criteria level of food security of the country as whole and individual regions is defined. The assessment of agricultural production using the tools of economic-mathematical descriptive modeling is evaluated. At the methodological level, nine components of food security have been identified as a complex system that affect food security. Using the Statgraphics XVII Centurion statistical data analysis software package, a multi-factor model is constructed, the presence and type of relationship between independent variables is verified and established. It is established that due to forecasting agricultural production, linear models are often used. A predictive multi-factorial regression model of the relationship of food security components is built. An ANOVA analysis has been carried out, a hypothesis has been proved on the correlation between changes in agricultural production and household incomes, consumption of bread and bread products, meat and meat products and budget expenditures of the Ministry of Agrarian Policy and Food.     Resilience and strategic management: ways to ensure economic and social security of Ukrainian enterprises during long-term warfare

    The objective of the research is to discuss the strategies that companies in Ukraine can implement to maintain their resilience and simultaneously ensure their sustainability in an environment of protracted war. To achieve this objective, a qualitative methodology is employed that combines the hermeneutics of in-depth interviews with business leaders and case studies of two conflict-affected but truly resilient companies. This methodology allows the identification of best practices in crisis management, as well as the necessary adaptation policies in business models to face the growing economic and social challenges. The documentary sources consulted underline the importance of international cooperation, technological innovation, and the development of a favorable regulatory framework to foster business resilience and ensure operational continuity in a context of uncertainty and risk. It is concluded that resilience and strategic management are fundamental to ensure the economic and social security of Ukrainian companies in the context of war, but they are also universal principles that, for what they represent, can be useful to overcome crises of various kinds that threaten the survival of a company located in each time and space

    The politics of FIDESZ-KDNP of Hungary under V. Orbán in Western media, 2010-2024

    This article offers a comprehensive analysis of Western media coverage of the Hungarian government's political course under Viktor Orban and the FIDESZ-KDNP coalition from 2010 to 2024. The study encompasses a wide range of aspects of Hungary's domestic and foreign policy, tracing the evolution of "Orbanism" perception in international media discourse. The author examines in detail the key themes that dominated Western media regarding Hungary, namely: The transformation of the country's democratic system and discussions around the concept of "illiberal democracy". Systematic conflicts between Hungary and the European Union, especially on issues of rule of law and democratic values. Hungary's strict migration policy and its impact on European policy in this area. Economic reforms known as "Orbanomics" and their controversial perception in the international arena. Changes in Hungary's media landscape and discussions about press freedom. Hungary's foreign policy course, including its relations with Russia, China, the USA, and neighboring countries. Special attention is paid to the impact of the Hungarian governance model on regional politics in Central and Eastern Europe, as well as its perception by right-wing and conservative movements in Europe and the USA. The article also examines the dynamics of Hungary's relations with the EU and NATO, particularly in the context of Russian aggression against Ukraine and Hungary's position on this conflict. The research is based on a wide range of Western media sources, including leading newspapers, magazines, television channels, and online publications. The author traces changes in the tone and focus of coverage of Hungarian politics during the specified period, identifying key trends and turning points in the international perception of Hungary. The article also examines Western media's reaction to Hungary's presidency of the Council of the European Union. The author summarizes the main trends in Western media coverage of Hungarian politics and assesses their impact on Hungary's international reputation and its relations with key partners.

    The Influence of Social Networks on the Formation of Modern Culture and its Relationship with Philosophy

    The purpose of the research is to highlight the role of social media in the dynamic processes of modern culture development. Socio-cultural progress requires effective tools that will ensure the involvement of individual and social potential. Therefore, the article aims to position social media in the paradigm of the information and digital society. The research methodology is focused on the analysis of scientific works that interpret the content and format of information and communication activity of social media resources. The synergistic approach involves the formation of relevant algorithms for broadcasting social relations based on the interaction between different institutions and correlated with philosophical and ideological guidelines. The results of the study identify a number of information and communication dimensions that define worldview and mental meanings and form practice-oriented models of engaging society in synergistic interaction through social media resources. Among the key dimensions of the functioning of social networks in the information society system are: information, technology, dynamism, flexibility, creativity, heuristics, innovation. A promising area of research into the role of social networks in the context of actualising the philosophical and synergistic discourse is the problem of public self-organisation - the integrity of the approach to understanding social activity. Thus, social networks play an important role in the implementation of the principles of functioning of the social order (local or large-scale), providing the information and communication component of social activity. At the same time, social networks are actually becoming platforms where not only certain principles or elements of social development are presented, but also where discussion activity, debate and identification of the specifics of their implementation are formed. The problem of risks associated with the use of the potential of social communication, namely, responsibility, information security, and compliance with the norms of information culture, remains a matter of debate. Philosophy has historically fulfilled the mission of reconciling innovative dimensions with the fundamental dimensions of social activity, so the mental perception of the status of social networks is no less important than their functional potential.

    The Philosophy of War in Ukrainian Culture: A Past to Present

    The purpose of the article is to highlight the philosophical and ideological understanding and perception of war by the Ukrainian people during its cultural and historical development. Constant wars, which have become an integral part of Ukrainian history and culture, have formed a mental readiness for such challenges. In order to achieve the aims and objectives of the research, the author uses the traditional methodological arsenal for qualitative research, namely: analysis of sources that cover the philosophical dimensions of war in Ukraine; comparative analysis of the mental dimension of war in the past and present of Ukrainian culture; philosophical synergistic approach to determining the formation and interaction of ontological, axiological and anthropological constants of military realities. The results of the study point to the transformation of the philosophy of war in Ukrainian culture in the modern period. The current generation of Ukrainians perceives war in a new way and positions its realities in the context of cultural and historical national development and at the individual level of influence. Historically, for a long time, the wars that unfolded on the territory of Ukraine did not have a nationally oriented vector. Therefore, for the Ukrainian culture, the philosophy of war was mainly correlated with the existential aspects of other state entities, focusing on human manifestations (heroism, courage, fear, pain, suffering). The present day has added to these elements the value aspect of national identity. A promising area of research on the philosophy of war in Ukrainian culture is the actualisation of the axiological cluster associated with the real historical perspective of the establishment of Ukrainian national identity. Thus, the philosophy of war has always been a relevant concept reflected in the mentality and cultural traditions of Ukrainians.

    Abduction of Ukrainian children during full-scale invasion

    Protecting and ensuring the rights of children is one of the crucial and fundamental tasks of the state, as children represent the future of any nation in the world. In the present circumstances, the attention and measures from Ukrainian authorities and society, demand clear and effective adherence to international standards regarding the rights of children, who have been illegally displaced and taken out of Ukraine. According to the UN Convention on the Rights of the Child, every child has the right to protection from any form of violence, including protection against illegal removal from their country. The actions taken by the aggressor state against Ukrainian children pose a direct threat to the lives and health of the civilian population, contravene international and domestic laws, and violate the constitutional rights and freedoms of Ukrainian citizens. Our country must ensure the restoration of children’s connections with their parents or other family members who are within the territory of Ukraine. The state authorities should exercise effective control over the exportation of children beyond the country’s borders, establish the reasons and circumstances of illegal removal, and participate in international cooperation with other countries to facilitate the return of illegally removed children to Ukrainian territory. However, in the conditions of war, fully controlling and unquestionably implementing this issue is difficult and problematic. The return of illegally removed children to Ukrainian territory and the protection of those who are in temporarily occupied territories constitutes a lengthy and challenging process that requires adequate efforts and significant legal support and resources. One of the top priorities for our state is the necessity to establish an effective system for safeguarding children’s rights, which would assist in their return to Ukrainian territory and their subsequent effective integration into society. Therefore, the practical implementation of comprehensive measures worldwide necessitates the development of new legal mechanisms for protecting children’s rights that would operate in conditions of war and allow international legal institutions to promptly respond to any violations of children’s rights

    Prerequisites and certain aspects of implementation of an integrated approach to regulating industrial pollution in Ukraine

    The piece explores the prerequisites of implementation of an integrated approach to regulating industrial pollution in Ukraine as well as provides an insight into the legislative proposals on introduction of the integrated environmental permits currently under consideration in the Parliament of Ukraine. The article argues that the proposed regulation corresponds to the respective EU acquis, including the Aarhus Convention. Given that the post-war reconstruction assistance has already been clearly anchored in the green and digital transitions as well as other fundamental European values, it is the authors’ conclusion that the new legal framework on reduction, prevention and control of industrial pollution will be introduced in Ukraine in the nearest future

    Implementation of water sector acquis in Ukraine

    This paper provides an overview and analysis of the progress made by Ukra ine in implementing Water Sector acquis listed in the EU-Ukraine Association Agreement. The paper concludes that for the most part the transposition of the respective Directives is complete. It is argued, however, that extra effort is required under the Nitrates Directive and the Drinking Water Directive. Notwi thstanding tangible gains in the development of River Basin Management Plans, Flood Risk Management Plans and the adoption of the Marine Environmental Strategy of Ukraine, the implementation of the State Water Monitoring Program suffers obvious difficulties caused by the unprovoked and unjustified russia’s military aggression against Ukraine, especially in the areas of active warfare. Massive destruction of infrastructure including centralized water supply and se werage systems is likely to hinder implementation of the Drinking Water Direc tive and the Urban Waste Water Treatment Directive in Ukraine.

    Protection of children's rights during implementation of guarantees in executive proceedings: theoretical and legal study

    The article delves into the theoretical and legal dimensions of safeguarding children’s rights within the framework of enforcement proceedings guarantees. It presents the guarantee system as comprising various elements, such as procedural oversight, appeals mechanisms against executor actions, measures for holding violators accountable, involvement of relevant professionals, and the normative regulation of rights and obligations for all participants. Through legislative analysis and practical examination, the article asserts that safeguarding children’s rights in enforcement proceedings unfolds in two primary facets: protection of property rights and protection of personal non-property rights. In the realm of property rights, emphasis is placed on securing child support payments from debtor parents to foster the child’s well-rounded development. Additionally, it addresses preventing the eviction of a minor from mortgaged housing in cases involving parents-mortgagors. For the protection of non-property rights, measures include child removal, establishment of visitation rights, and removal of obstacles to visitation. The article underscores the importance of sound reasoning and evidence when considering temporary child placement and ensures debtors receive copies of enforcement proceedings decisions during searches. It advocates for petitioning the court to amend or clarify visitation-related decisions. Special attention is given to the involvement of professionals such as doctors, teachers, and psychologists in enforcement proceedings to safeguard minors’ rights, ensuring their mental and physical well-being and preventing potential abuse by involved parties
