Тому у цій статті досліджено політики щодо цифровізації у Стратегіях кращих українських та зарубіжних закладів вищої освіти. За допомогою штучного інтелекту Gemini розроблено рекомендації для подальшого розвитку цифровізації в закладах вищої освіти. Зокрема щодо розробки та впровадження ефективних стратегій цифрової трансформації, які сприятимуть підвищенню якості освіти та конкурентоспроможності українських випускників за спеціальністю «061 Журналістика» на глобальному ринку праці. Результати дослідження можуть бути корисними для розробки державної політики у сфері цифрової трансформації вищої освіти та підвищення якості підготовки фахівців з журналістики в умовах сучасних викликів.

    A comparative analysis of the digital competencies development in adult education

    In the context of an increasingly digitalized global economy, the integration of digital skills into adult education has become a crucial determinant of socio-economic mobility and inclusivity. Digital literacy serves as a foundational element for employment, social engagement, and access to essential services, making it imperative for adults to continuously adapt to technological advancements. This article aims to explore the critical need for embedding digital skills in adult education frameworks. It seeks to identify the core digital competencies required for effective participation in the digital world, assess the current barriers to digital literacy, and propose actionable strategies to enhance digital learning among adults. The study employs a mixed-methods approach, combining a comprehensive literature review, analysis of multiple international case studies (United States, Singapore, Sweden, Brazil, Estonia), expert interviews, and policy analysis. This methodology provides a broad perspective on the effectiveness of current digital skills programs and insights into best practices across different socio-economic and cultural contexts.The findings reveal that successful digital skills programs are often characterized by robust government support, partnerships with technology firms, tailored learning approaches that address specific demographic needs, and a strong emphasis on practical application. However, challenges such as keeping pace with rapid technological changes, ensuring program scalability, and overcoming socio-economic barriers persist. Recommendations for overcoming these challenges include adopting adaptive learning frameworks, fostering a culture of lifelong learning, enhancing access through improved infrastructure, and closely aligning education programs with market needs.

    Features of psychological education in Ukraine during the war and post-war recovery

    The ongoing war in Ukraine and the ensuing post-war recovery have significantly transformed the nation’s educational and mental health systems. Psychological education has emerged as a vital field, addressing the escalating demand for mental health support, trauma recovery, and resilience-building among affected populations. This article explores the transformative adaptations of psychological education in Ukraine, including the integration of trauma-informed practices, the use of advanced therapeutic methods, and international collaborations. These efforts aim to equip professionals with the necessary skills to foster individual and societal healing in the face of adversity. This study aims to examine the distinctive features and adaptations of psychological education in Ukraine during the war and the post-war recovery period. Specifically, it seeks to identify strategies employed to address widespread trauma, enhance resilience, and promote societal healing. The article also highlights the role of trauma-informed education, community-based mental health initiatives, and global partnerships in shaping these educational transformations. The study employs a qualitative review methodology, synthesizing data from academic literature, institutional reports, and global frameworks on psychological education and mental health strategies. The analysis reveals several key features of psychological education in Ukraine during the war and post-war recovery: crisis-oriented curricula; practical training; remote learning and digital tools; resilience and coping mechanisms; cultural sensitivity and contextual adaptation; global collaborations. The article underscores the need for ongoing research to refine trauma-informed education and evaluate its long-term impact on both students and educators. Psychological education in Ukraine has undergone significant transformation, addressing the multifaceted challenges posed by war and recovery. By integrating advanced therapeutic practices, fostering community resilience, and leveraging global collaborations, Ukraine has established a robust framework for addressing mental health needs in conflict-affected regions. These efforts not only aid immediate recovery but also lay the foundation for a resilient and psychologically aware society.

    Navigation in e-government: the role of artificial intelligence in the formation of the legal framework for the protection of intellectual property rights

    The integration of artificial intelligence (AI) into electronic government (e-government) systems is revolutionizing public administration by enhancing efficiency and improving service delivery. However, the adoption of AI technologies in this context also raises complex legal challenges, particularly concerning intellectual property (IP) rights. Traditional IP laws, which were developed with human authorship in mind, struggle to accommodate the unique characteristics of AI-generated content. This article examines how AI is reshaping the legal framework for IP protection within e-government systems, highlighting the implications and challenges that arise from this technological shift. The primary aim of this study is to explore the role of AI in the formation of IP law frameworks within e-government, focusing on how current laws address—or fail to address—the challenges of AI-generated content. The methodology includes a comprehensive literature review, analysis of legislative documents, case studies, and a benchmarking analysis to compare approaches across jurisdictions. Additionally, expert interviews provide insights into practical considerations and emerging trends in the field. The results indicate that while some jurisdictions, such as the European Union, are actively adapting their IP laws to address AI's impact, most existing frameworks remain inadequate for protecting AI-generated works. Divergent approaches across countries reveal a lack of international harmonization, which complicates cross-border collaboration and legal enforcement. The analysis also highlights the importance of public-private partnerships and sector-specific IP protections, which can address the unique needs of different e-government applications. From a forward-looking perspective, the study underscores the need for flexible, AI-specific IP protections that promote innovation while safeguarding IP rights. International cooperation will be essential for establishing consistent standards, facilitating global e-government initiatives, and supporting the responsible use of AI in public services. By fostering a balanced and adaptive IP framework, policymakers and stakeholders can help build a resilient digital ecosystem that accommodates future advancements in AI technology.

    The role of board structures in increasing bank accountability: global experience

    The governance of banking institutions plays a critical role in the stability and integrity of financial systems globally. The structure of the board of directors significantly influences how banks manage risks, comply with regulations, and align operations with the interests of shareholders and other stakeholders. Understanding how board structures differ across regulatory and cultural landscapes is crucial for enhancing bank accountability and performance. This article aims to critically evaluate how various board structures impact the accountability of banking institutions across different global contexts. The goal is to identify effective governance practices that can be adapted to improve bank accountability worldwide. Employing a comparative case study methodology, this research analyzes board structures in banking institutions across continents including North America, Europe, Asia-Pacific, the Middle East, Africa, and Latin America. Data from primary sources like interviews and secondary sources such as regulatory documents and academic articles are synthesized to assess the impact of board configurations on governance and accountability. The analysis reveals that effective board structures often include a high proportion of independent directors, robust audit and risk committees, and a commitment to diversity, which correlate with enhanced accountability and financial performance. However, variations exist due to cultural, economic, and regulatory differences that influence board effectiveness across regions. The findings suggest that while there is a global trend towards standardizing governance practices, local adaptations remain essential. The study recommends that banks and regulators focus on enhancing board independence, diversifying board composition, and strengthening risk oversight to improve governance frameworks. Future governance models should incorporate a dynamic approach to adapt to technological advancements, economic shifts, and societal expectations, ensuring that banking institutions can effectively meet emerging challenges and opportunities.

    Economic assessment of the activity of retail investors on the stock market

    The article examines the activity of a retail investor on the stock market. Issues of economic assessment of their activity and problems of increasing its effectiveness are studied. The dynamics of the share of retail investors in the total volume of trading in the stock market is analyzed. The key factors of growth of retail investors' activity in the stock market are studied. It was determined that the share of retail investors in the volume of trades on the stock market has almost doubled. The factors that caused such a powerful dynamic were analyzed. Two factors such as available investment opportunities and empowerment through information are discussed in detail. An economic assessment of the effectiveness of the activities of retail investors was carried out. The reasons for the negative results of their work on the stock market have been revealed. The importance of developing specific investment goals before starting investment activities on the stock market and adapting investment strategies to them is determined. It is suggested to use paper trading simulators that reproduce the real trading environment. It has been found to allow investors to make virtual trades and track their performance in real time. It is recommended to engage more comprehensive analytical and research platforms that provide tools for charting and price research. This has been proven to allow investors to more effectively analyze market trends, identify potential economic opportunities, and develop effective trading strategies. Possibilities of minimizing transaction costs through the use of ETFs-shares of investment funds, which are often traded on the stock exchange, are considered. As a result of the conducted research, the possibilities of further scientific research on this topic in the direction of using the latest financial programs based on artificial intelligence and comprehensive assessment of the interaction of various sectors of the stock market with their help were considered.

    Credit management strategy to ensure the financial stability of packaging industry enterprises

    The article examines the possibilities of increasing the efficiency of credit resource management to ensure the financial stability of enterprises in the packaging industry. It was found that in modern conditions, the study of the assessment of the financial stability of the enterprise was not of a comprehensive nature, but was based, mainly, on the use of the coefficient method, which took place on a static basis and did not take into account the specifics of the industry, did not make it possible to assess the ability of the enterprise to generate cash flows for the implementation of activities. It has been proven that the problem of ensuring financial stability and financial balance of packaging industry enterprises is now an important one, especially in the conditions of uncertainty and instability of the economic environment caused by the war. On the basis of the conducted research, the key factors on which an effective credit management strategy should be based have been determined. In this context, the special importance of a timely and objective assessment of the financial stability of enterprises in the packaging industry, regardless of the forms of their ownership, is emphasized, which should be aimed at finding ways and opportunities to increase profits by means of a timely analysis of the financial state of enterprises. Eleven factors are proposed that should be taken into account when choosing a financial credit institution. A systematic analysis of the financial condition of the enterprise, its solvency, liquidity and financial stability is also necessary because the profitability of any enterprise largely depends on its solvency. Based on the balance sheet plan of the necessary resources, we forecast the sources of their formation, taking into account the level of financial leverage and the funds saved as a result of this at the time of taxation. Choosing the most profitable parameters, the enterprise can immediately determine the directions of saving its own monetary and financial resources, as well as optimize the use of already received ones. It has been established that in modern conditions, the relevance of effective financial management as a system of timely methods and techniques capable of preventing a financial crisis and avoiding risks of loss of financial stability of the enterprise in the future is objectively increasing. The lack of a clear definition of financial stability as an economic category and a system of indicators for its assessment, which requires further theoretical development of the problem.

    Features of forecasting stock price changes of oil production companies using combinations of trend and non-trend indicators

    Today, a company's share price is influenced by a wide array of factors, ranging from fundamental internal dynamics to political decisions, industry-specific developments, macroeconomic conditions, and global trends. Investors face challenges in selecting an appropriate approach to identifying the target industry and asset, interpreting analysis results, and determining the optimal market entry point. In this context, several pertinent issues emerge regarding forecasting share price changes for oil production companies (BP p.l.c, Chevron p.l.c, Exxon Mobil Corp., Shell p.l.c) on the stock exchange, particularly concerning the use of technical analysis tools like moving averages and oscillators. This study examines the impact of different moving average settings and their combinations on the accuracy of predicting share price movements. Based on these findings, tasks addressed by such indicators are identified, and a systematic approach to selecting technical analysis tools and their configurations is proposed. The paper explores various methods for forming and interpreting signals generated by individual indicators and their combinations, focusing on their implications for forecasting asset price changes. Several criteria are proposed for evaluating the effectiveness of these approaches during the testing phase. The study compares and analyzes the results of multiple forecasting system configurations, identifying the optimal ones according to the selected criteria. Calculations are based on weekly stock data spanning 2000 to 2024, from which the most effective combination of indicators for the forecasting system is determined. Potential areas for optimization and additional tools to enhance the system are also outlined. Finally, the study concludes that the proposed approach to constructing a forecasting system is viable for executing real stock transactions with the selected companies' shares.

    Applied aspects of the concept of macrofinancial imbalances management

    This paper addresses the important scientific problem of public administration: the concept of managing macrofinancial imbalances in the Ukrainian economy. Applied aspects of the concept, according to the authors, mean, first of all, answers to two questions: how to assess imbalances, and what is the participation of authorities in their regulation. The authors identified imbalances and divided them into two major groups: 1) imbalances associated with the active phase of the Russian-Ukrainian war, which began in February 2022, and 2) imbalances resulting from Ukraine's current economic model. It is concluded that the concept of institutional design of macrofinancial stability of the Ukraine’s national economy should be altered. The reasons for this conclusion are based on the examination of data on national economic security levels achieved between 2010 and 2021, the institutions involved in the management of macrofinancial imbalances in Ukraine, and the experience of imbalance management in the European Union (EU). The authors proceed from the idea that the concept of institutional design of macrofinancial stability, among other things, includes: 1) a system of indicators for assessing (detecting) imbalances and monitoring them, and 2) a system of public authorities that interact to perform the management process. The article substantiates the so-called Ukrainian scoreboard, which consists of 14 indicators for assessing (detecting) macrofinancial imbalances. The proposed scoreboard of indicators is justified, first and foremost, by the expedience of approaching the system of imbalance assessment (detection) used in the EU. Second, the indicators must reflect the unique challenges that Ukraine faces. Such criteria for selecting indicators, according to the authors, lay the groundwork for ensuring a sufficient level of future economic security. The authors also propose approval of the list of 28 auxiliary indicators, the use of which will contribute to an adequate policy response to imbalances in the Ukrainian economy and changes in institutional design through changes in the competencies and limits of responsibility of institutions public authority.
